WHAT IS PHILADELPHIA?

President Washington was living in New York City when he signed the Residence Act in July of 1790. This made Philadelphia the temporary capital of the United States while the White House was being built. Washington moved to 190 High Street in the City of Brotherly Love later that year, and there he remained until the end of his presidency. The White House was still not completed, so John Adams moved in and stayed there until moving to the White House on November 1, 1800.
